Federal government to sustainability efforts: You’re terminated.

In a blockbuster-style showdown, the House Appropriations Committee started a furor this month as they proposed the elimination of HUD, USDOT and EPA sustainability programs in 2011-12, as well as suggesting the rescinding of dollars already awarded by the Sustainability and TIGER grant programs. As municipalities, counties and regional COGs scramble to find ways to focus the weak development market forces into more sustainable patterns of walkable, mixed-use neighborhoods, the possible removal of the federal support is discouraging.

Looks like we’re gonna have to go indie.

Unplug! Accommodating Our Need to Escape Each Other

Sense of community. It’s been a rallying cry of New Urbanists since the beginning and for good reason. For years leading up to the birth of the neo-traditionalists, it didn’t take much effort to realize that our surroundings had changed—a lot—and not for the better.

Our neighborhoods—subdivisions, really—were isolating us from each other and from the things we needed to get done. Despite the ample comforts we’d developed to help mitigate the separation, that’s simply not a good recipe for human productivity, much less fulfillment.

There was a hole to be filled, and the distinctly market-based New Urbanists stepped in to fill it. Continue reading

The holiday season is our culture’s designated time for wishes of good cheer and contemplative New Years Resolutions for a better tomorrow. Or so I thought. Then I read this stark statement:

A Municipal Planner’s Call to Arms (and Legs, Hearts and Lungs)

The obesity epidemic isn’t really “news” anymore (thank you, Jamie Oliver’s Food Revolution) yet when I question my friends who work outside the fields of design and planning on why Americans are so fat, they tie everything back to poor food choices. But what about exercise? They reply that if you want to exercise, just find yourself a park or a gym. No worries.

So, although we know that there is an obesity “problem,” one with significant national impacts, the average American still is not aware that it is, in many ways, a design problem. A result of a built environment that has been constructed over the past 50 years with one singular purpose – move more cars faster. Continue reading

Retail Redemption: Skivvies Uncovered, then Promptly Covered

A couple months ago I rambled on here about my inability to purchase a particularly critical item of men’s apparel during an extended tour of new urban projects throughout the southeast. Modesty was not my problem. Rather, despite healthy commercial activity most everywhere I went, I could find no walkable stores catering to such day-to-day basics.

Innovation on the Road to Oblivion?

Context is everything.

The New York Times reports with unease that the FDA has approved statin drug Crestor’s use in a preventive capacity for those not currently diagnosed with cholesterol problems.

The degree to which this represents innovation in medicine is a topic to be debated elsewhere. What matters to me is that such use of pharmaceuticals is indicative of something larger. Something fundamental to our future: An ever-growing commitment to the path we’re presently on. Continue reading

Confessions of a Former Sprawl Addict

Hi, my name is Hazel, and I’m an addict.

For the last 25 years, I’ve been addicted to a string of takers. Time-draining, money-grubbing, fat-building, resource-depleting, toxic machines. For the last 18 months, I’ve been clean. Ever since our move to Canada. And this last weekend, I realized I may be cured.

That’s right, when we moved here 18 months ago, I decided to get rid of my car. This past weekend, my in-laws offered me their sweet little Audi on loan as they fled the cold for the winter. But living without a car for the first time since I was 16, I realize it’s a much better way. I just said, “No.”

Living in the heart of Winnipeg, I’m surrounded by walkable neighbourhoods on every side. Going from a golf course community in Florida — let’s call it an experiment, shall we? — with a Walk Score of 9 to Winnipeg’s Exchange District with a Walk Score of 88 quickly ended my auto addiction. And the score should actually be more like 98, but Canadian transit is not yet reflected, nor are the new Exchange retail establishments that have been opening one per month ever since I’ve lived here. It’s rich.

So I’d call this a lifestyle within sustainable urbanism — walkable, transit-served urbanism integrated with high-performance buildings and infrastructure, that balances environmental, social, and economic requirements — and it also makes extreme climates livable.

The principal barrier to greening where we live is how we live. Misguided transportation planning, home and infrastructure financing systems, and zoning practices incentivize sprawling, disconnected lifestyles, and are increasingly unaffordable, unfulfilling, and unhealthy. To reverse sprawl’s unintended consequences we should incentivize compact, diverse, transit-oriented development. The foundation of Real Green is neighborhood, district, corridor, and regional design, with high-performance infrastructure and green architecture layered upon that base. It’s cost-effective, since even $1 million invested in planning a city is less than gadget-greening a handful of buildings to which everyone drives.

So what does this mean to me personally to have kicked the habit?

My family’s average car miles per month decreased by 90%, going from a 3 car family driving 530 miles per week, to a 1 car family driving 55 miles per week. The AAA Your Driving Costs 2009 lists our combination of three cars costing $0.702/mile. Walkable, transit rich urbanism got us a 90% emissions reduction and saved us $17,206 per year. It also freed up 700 hours per year, which are entirely more fulfilling to spend in other ways than on my addiction. Oh, and all that walking has started dispensing with the weight gain that averages 10 pounds per person living in sprawl. Last Saturday’s New York Times article and CEOs for Cities study intone that my new house, with it’s above-average Walk Score will likely commanded a premium, as much as $30,000. Judging by local real estate prices, they’ve more or less pegged it.

Yearly savings tally:
– 90% less carbon emissions
– $17,206 car savings
– $30,000 house savings
– 700 hours
– 10 pounds
– Real community — priceless

Walkability isn’t about doing your duty for others. It’s about a better life for you. Or as Ken Groves put it last week, “I dwell small and live large.”

It feels great to come clean.

On this Earth Day Anniversary: Hints of Convergence

Green meets Smart Growth meets Healthy Communities 

earthdayAs 21st century crises and concerns began stacking up, it had begun to look as if Smart Growth priorities were going to have to compete for attention and resources with other burning issues. Such as: Climate change, peak oil, community affordability, health care costs, and now the struggling global economy. But on the 40th anniversary of Earth Day, April 22, it was impossible not to notice how these apparently parallel concerns are beginning to overlap. Which is good news for a movement like New Urbanism that assumes the interdependence of challenges and opportunities and promotes comprehensive solutions.

Thanks to the work of organizations like the Center for Neighborhood Technology and the T4America initiative from Smart Growth America and its partners, connections between transportation planning, community affordability, and healthy communities were already getting more attention. Now, as the frenzy for all things green increases, coupled with the reawakening of the Environmental Protection Agency under a new presidential administration and a similar invigoration of public health policy, we’re seeing a dramatic convergence of strategies with broad implications for community planning. Here are three key components of that convergence:

The increasing interest among environmental scientists in the advantages of compact, walkable, communities. For instance: Yale’s School of Forestry and Environmental Studies recently included on its website an analysis by Bruce Stutz called “The New Urbanists: Tackling Europe’s Sprawl”. Here’s the blurb associated with the post: “In the last few decades, urban sprawl, once regarded as largely a U.S. phenomenon, has spread across Europe. Now an emerging group of planners is promoting a new kind of development — mixed-use, low-carbon communities that are pedestrian-friendly and mass-transit-oriented.”

The explosion of green building interest in the private sector. Best example: The ever-multiplying territory of Greener World Media, Inc., which operates www.greenbiz.com and other sites linking business with green building, climate change,  and other environmental issues once considered the domain of environmental wonks. Because they’re aimed at the ROI crowd, the company’s websites, surveys, research, and newsletters have a no nonsense feel that is likely to significantly advance the green discussion with economic development types and others who aren’t sympathetic to warm and fuzzy arguments for environmental responsibility.

The intersection of public health policy, environmental concerns, and urban planning. The overlap was always clear to many professionals working in the field,  but now it’s beginning to feel embedded in the thinking of policy makers. By far the biggest stride towards connecting the dots is the EPA’s just-announced intention to consider regulating greenhouse gas emissions because of their threat to public health. The move is considered a nudge to Congress to act before the Executive Branch writes the regs. So the battle is joined.

Also: Consider this video of Dr. Howard Frumkin, national director of the Centers for Disease Control’s National Center for Environmental Health, Agency for Toxic Substances and Disease Registry. Dr. Frumkin appeared before architects and planners at the National Building Museum, using part of his time to caution them against making scientific-like claims for community design without the backing of sound scientific research. Yet most of the presentation feels like a New Urbanist guide to creating and sustaining compact, walkable communities.
